Texas Railroad Commissioner David Porter Announces the Release of the Eagle Ford Shale Task Force Report

AUSTIN – Commissioner David Porter joined several state officials today at the Capitol to announce the release of the Eagle Ford Shale Task Force Report.

The Eagle Ford Shale is a formation located in South Texas that is of significant importance due to its capability of producing both gas and more oil than other traditional shale plays.

Railroad Commissioner David Porter took office in 2011 believing that many of the divisive and challenging issues that arose during the development of the Barnett Shale could have been mitigated if the local communities and other involved parties had a forum for open and constructive dialogue. To ensure that development in the Eagle Ford Shale is not hindered by a lack of communication, Commissioner Porter formed the 24-member Task Force, assembling a group of stakeholders from various interests and areas of expertise.

“I’ve led the Task Force with a belief in the importance of protecting the health and safety of Texans and properly managing the state’s precious natural resources, while encouraging the oil and gas industry to efficiently and economically produce the energy needed to support the Texas and U.S. economies,” said Commissioner Porter. “Shale oil and gas production has been a complete game changer; I believe the best way to responsibly develop these resources and achieve sustainability is to continue on the path of stakeholder engagement.”

The Task Force is comprised of a diverse group of community leaders, local elected officials, water representatives, oil and gas producers, pipeline companies, oil field services companies, and environmental and landowner interests. The group began meeting in July of 2011 and have discussed the following issues, which are covered in the Report: workforce development; infrastructure (roads, pipelines, housing); water quality and quantity; Railroad Commission regulations; economic benefits; flaring and air emissions; health, education, and social services; and landowner, mineral owner and royalty owner issues.

“Texas is blessed with many natural resources, and we have a long history of energy exploration,” Gov. Rick Perry said. “We owe it to the health and safety of our citizens, now and in the future, to ensure the availability of our infrastructure and the responsible development of these resources in order to meet the needs of our booming economy.  With plays like the Eagle Ford Shale, Texas is clearly demonstrating to the rest of the nation how domestic production eases energy dependence on foreign resources.”

“Commissioner Porter showed exemplary leadership and great initiative when he created the Task Force in 2011.” Texas Comptroller Susan Combs said. “Under Porter’s leadership, these folks worked diligently for over a year to tackle the tough issues that stem from such incredible growth and they came together to examine solutions that benefit everyone. Texas has always been a national leader in energy policy, and it is critical that we continue to be proactive in developing our precious natural resources properly and serve as a model for the rest of the country.”

"I am delighted that the Eagle Ford Shale Task Force is working collaboratively with the Texas Railroad Commission, the Eagle Ford Shale Legislative
  Caucus and other stakeholders to identify challenges and develop solutions."
