 A. Cartridge Tape




1. Cartridge Tape




3480 cartridge tapes accepted




Data must be in standard uncompacted format




The file must be blocked at 32400. Sample data control
block definition:




DCB=(RECFM=FB,LRECL=400,BLKSIZE=32400)
 2. Characteristics




The character set must be Extended Binary Coded
Decimal Interchange Code (EBCDIC).




Internal tape labels are optional, but IBM
standard labels are preferred.








3. External Label




External cartridge tape labels must include the information
detailed below. If this information is not supplied, the 
cartridge tape cannot be processed until the information 
is provided to the Commission.




Operator name and RRC operator number.




Forms being filed on the tape.




The production or effective date of the forms on
the cartridge tape.




Indicate whether the internal label is a "standard
IBM label," "non-standard label," or "no internal
label."








4. Minimum Number of Records




In order to file information electronically on cartridge 
tape, a minimum of 250 records must be on the cartridge 
tape. There is no maximum number of records that can be 
filed on the cartridge tape other than the maximum that 
can physically be put onto one cartridge tape.








5. More than One Form or Company Onto One Cartridge Tape




An operator may have several different forms and/or 
include subsidiary company electronic form filings on the
same cartridge tape to meet the minimum number of records 
required or as a convenience for the operator. Each company
on the cartridge tape will be processed as if filed 
separately and, therefore, each must have an Authorizing 
Agent (AA)record and a totals record. See the 
File Organization section starting on page IV-1 for more 
details.








6. Multiple Cartridge Tape Filings




The operator can not send multiple cartridge tape filings 
for the same form in a month. If the operator needs to file
additional information for a form that was filed on 
cartridge tape, the form must be filed on paper.








7. Where to Mail the Cartridge Tape




If you use the US Postal Service, mail the cartridge tape 
to the address below. Note: Not supplying all the 
information detailed below may significantly delay 
processing.

8. Cartridge Tape Return Policy




The cartridge tape will be returned to the operator within
60 days after the Commission receives it. The operator may
request the return of the cartridge tape at any time.

B.  Diskettes




1. Characteristics




All diskettes sent to the Commission must be able to
be read by an IBM or compatible personal computer.




Diskettes must be formatted with a utility that is 
compatible with MS-DOS Version 3.0 or above.




Diskette size can be any of the following:




3.5" Low Density 720K
3.5" High Density 1.4M




There should not be any directories other than the primary
directory on the diskette.




Files on the diskette cannot be compressed in any way.




The character set must be American Standard Code for 
Information Interchange (ASCII).








2. External Label




The external label must include the information detailed 
below. If this information is not supplied, the diskette 
cannot be processed until the information is provided to
the Commission.




Operator name and RRC operator number.




Forms being filed on the diskette.




The production or effective date of the forms
on the diskette.








3. File Names




You can use any name you wish for the file(s)on the 
diskette as long as the extension to the file name is
.EDI. Example:




Valid Names: FORMS.EDI RRC.EDI ADP.EDI COMPANY.EDI




Invalid Names: FORMS.DAT RRC.TXT ADP.WK1 COMPANY.XLS








4. Number of Records Restriction




There is no required minimum or maximum number of records
that can be placed on the diskette other than the maximum
that can physically be put on the diskette.








5. More than One Form or Company Onto One Diskette




An operator may have several different forms and/or include
subsidiary company electronic form filings on the same 
diskette as a convenience for the operator. Each company
on the diskette will be processed as if filed separately 
and, therefore,each must have an Authorizing Agent (AA) 
record and a totals record. See the File Organization 
section starting on page IV-1 for more details.








6. Multiple Diskette Filings




Except for form T-1, the operator may send multiple
diskette filings for the same form in a month. This 
allows the operator to resend records that were rejected
from any previous filings during the month after the problem is corrected and enables the operator's regional
offices to send in reports directly to the Commission. The
operator may send multiple diskettes to the Commission as
long as the operator meets the following requirements:




Reports on the diskettes are original reports.
Corrected or retroactive reports will not be 
accepted.




The diskettes arrive in the Austin office at least
one day prior to the deadline of the form on the 
diskettes.




Each operator on each diskette must have an 
Authorizing Agent (AA) record and a Totals 
(Z99) record. See the File Organization section 
starting on page IV-1 for more details on this 
requirement.




Information for one operator can not span multiple
diskettes. If the information being filed can not 
fit onto one diskette,distribute the information 
onto multiple diskettes and include on each diskette
an Authorizing Agent (AA) record and Totals (Z99) 
record. Each diskette will be processed separately.








7. Where to Mail the Diskette




If you use the US Postal Service, mail the diskette to the 
address below. Note: Not supplying all the information

8. Diskette Return Policy




If you wish to have the diskette returned, the diskette
must be accompanied by a self addressed and stamped diskette
mailer; otherwise, the diskette shall be deemed abandoned
by,and of no value to, the operator and shall become the
property of the Commission to be used or deemed surplus 
property as the Commission determines, in it's sole 
discretion. If the diskette is not to be returned to the
operator, all information on the diskette will be removed 
and the diskette reformatted. Diskettes that are to be
returned, will be mailed back to the operator approximately
30 days after the Commission receives it.

 2. Getting Setup for Transferring Files




To file information electronically through the EFile System 
with the Railroad Commission, you must obtain an account by 
completing the Electronic filing application.
	 Connect to the Internet
	 Open browser with the following EFile address:

http://www.rrc.state.tx.us/about-us/resource-center/forms/online-filing-at-rrc/general-instructions-for-oil-gas-e-filing/
	 Select electronic filing application
	 Follow instructions filling in all required information
	 The USERNAME and PASSWORD should be treated as confidential
	 information by the operator. If the operator has problems 
connecting through the EFile System, call the Commission's 
Help Desk at (512)463-7229 (voice).
	 Once you have been accepted, you will receive an email 
indicating you have been accepted. You will initially be 
approved to upload test files only. Once you have 
successfully uploaded and we have processed your test files,
you will be authorized to begin uploading productional files.
 3. Uploading Files




The operator may upload files after establishing an account
on the EFile System. You will be notified through email when
your account has been accepted by the RRC. Once you have 
logged into the EFile System, you must select 
	 Upload Files into Test Area or Upload Files into Production Area.
If the file is a test file to be used for receiving approval
to file a form electronically, the operator will need to 
select Upload Files into Test Area. If the information on the
file is to be processed by the Commission's productional 
systems, the operator will need to select Upload Files into
Productional Area. Simply key the path to your file or use 
the Browse button to select your file path. You can upload 
to four (4)files at a time.
	 Once the files have been uploaded, you will receive notifica-
tion that the upload was successful and information about the
uploaded file. The RRC will refer to this name on any dialog
with the operator if any questions or problems about the 
upload need to be resolved.
 
4. Lost PASSWORD




The operator should call the Commission's Help Desk at
(512)463-7229 (voice)if they have lost their password.
The following information will be needed from the caller:




Efile System User Name




Caller's Full Name




Company Name




RRC Operator Number




Caller's Phone Number




Company Street Address, City, State, and Zip Code




This information is checked against the primary contact 
person for the form indicated (or the data processing 
contact person if the operator has filed that information 
with the Commission).




The company agent specified on the MEFC for the account, will
be contacted for verification. If the agent can verify that
the user name or password has been lost, the information will
be given to the agent. If the request cannot be verified, the
information supplied by the caller will be passed on to the
agent.








5. Number of Records Restriction




There is no required minimum or maximum number of records 
that can be filed when using the EFile System. However, 
each file transferred to the EFile System must be smaller 
than 4,096,000 bytes (4 Megabytes). 








6. More than One Form or Company in One File




An operator may have several different forms and/or include
subsidiary company electronic form filings on the same file
as a convenience for the operator. Each company on the file
will be processed as if filed separately and, therefore,
each must have an Authorizing Agent (AA) record and a totals
record. See the File Organization section starting on page
IV-1 for more details.








7. Multiple Filings




Except for form T-1, the operator may upload multiple filings
for the same form in a month. This allows the operator to
resend records that were rejected from any previous filings
during the month after the problem is corrected and enables
the operator's regional offices to send in reports directly
to the Commission. The operator may upload multiple files
to the Commission as long as the operator meets the following
requirements:




Reports on the files are original reports. Corrected 
or retroactive reports will not be accepted.




The files are uploaded at least one day prior to the 
deadline of the form on the file.




Each operator in the file must have an Authorizing 
Agent (AA) record and a Totals (Z99) record. See the
File Organization section starting on page IV-1 for
more details on this requirement.




Information for one operator can not span multiple 
files. If the information being filed exceeds 
4,096,000 bytes, distribute the information onto 
multiple files and include on each file an Authorizing 
Agent (AA) record and Totals (Z99) record.




8. Status Reports




Status and error reports for information uploaded through the
EFile System will be emailed. Status and error reports will
not be mailed to the operator when filed through the EFile 
System. See Appendix B: Status and Error Listings starting 
on page A-7 for details about status and error listings and 
distribution of these listings from the EFile System.








9. Efile System Forms
