Online Filing of Application for Permit to Operate a Pipeline in Texas Now Available

Pipeline operators can now complete and submit the Form T-4, Application for Permit to Operate a Pipeline in Texas, online using the RRC Online System at https://webapps.rrc.state.tx.us/security/login.do.

Note that a hard copy version of the Form T-4B, Pipeline Transfer Certification, is still required to be filed with the Railroad Commission of Texas. Currently the Form T-4B cannot be filed online.

To complete and submit the Form T-4 online, a username and password is required. If your organization currently submits filings or applications (such as production reports or drilling permit applications) through the RRC Online System, then your organization already has designated a RRC Online System Security Administrator, who can provide users the ability to file the Form T-4 through the new online application.

If your organization does not have a RRC Online System Security Administrator designation, then your organization must first designate a person to be in charge of that function within your organization. Currently, the online application will only accept the Form T-4 from operators who have registered with the Railroad Commission of Texas by filing an annual Organization Report (Form P-5).
