Instructions for Filing a Form T-4 Online

Effective March 7, 2016, the Form T-4, Application for Permit to Operate a Pipeline in Texas, can be completed and submitted online via the Pipeline Online Permitting System (POPS).

To complete and submit the Form T-4 online, a username and password is required. If your organization currently submits filings or applications (such as the Texas Damage Reporting Form for Pipeline Operators) through the RRC Online System, then it already has designated a RRC Online System Security Administrator who can provide users the ability to file the Form T-4 through the new online application.

If your organization does not have a RRC Online System Security Administrator designation, then it must first designate a person to be in charge of that function within your organization. For further information, see the RRC Online System security requirements.

Currently, the online application will only accept the Form T-4 from Pipeline Operators who have registered with the Railroad Commission of Texas by filing an annual Organization Report (Form P-5).

Summary of the Pipeline Online Permitting System (POPS)

Dashboard

When you enter the POPS, you will first see your Dashboard. The Dashboard is a compilation of all the permits in the system along with their current states, including T-4 Filings search, search for T-4 Permits, and Initial T-4 Permit. The dashboard also lists all permit applications and T-4 Permits in the system.

Permit Header Tab

The Permit Header tab, the first tab displayed during the online application process, collects header information for the T-4 Permit, which includes contact information for individuals and companies associated with the permit.

System/Segment Tab

The System/Segment tab is where you will enter details about the systems and segments associated with your permit application.

Mapping Tab

The Mapping tab is where you will attach digital and overview map files that are relevant to your T-4 permit application.

Certify/Submit Tab

The Certify/Submit tab is where you agree to the Operator certification before submitting the T-4 Permit Application.

Amendment Info Tab

The Amendment Info Tab provides a history of amendments made to the permit. The entries are displayed in reverse chronological order (i.e., the most recent update is displayed first).

Note: The Amendment Information Tab is not available when you are applying for a new T-4 permit, so this tab might not always be visible. You will see this tab only when viewing an existing permit. This tab will be blank if the permit has never been amended.

Event Log Tab

The Event Log Tab provides a history of any changes and updates that are made to the permit. The entries are displayed in reverse chronological order (i.e., the most recent update is displayed first).

Note: There are no actions to take on this screen; it is designed for informational purposes only.

Merge Information Tab

The Merge Information Tab provides functionality for merging permits, systems, and segments.

Note: The Merge Information Tab is not available when you are applying for a new T-4 permit, so this tab might not always be visible. You will see this tab only when viewing an existing permit. Information will only appear on this tab if the permit has already been merged.

Filing Transfers

When an operator requests a transfer, both the divesting operator and acquiring operator must continue to submit a hard copy of both the Form T-4 and Form T-4B to the Railroad Commission of Texas. However, the required shape files can be submitted via POPS. Shape files are submitted via POPS by submitting an amendment for the affected permits.

Upon submission of the amendment, a 15-day review begins, so the Form T-4 and Form T-4B should be submitted at the same time so they can be reviewed for completeness, along with the forms and shape files.
