Central Records Temporary Closure Notice

To ensure the safety of the public and Railroad Commission of Texas staff in response to COVID-19 pandemic, Central Records will be closed beginning at 2 p.m. on Friday, December 10, 2021 to be sanitized.
Customers wishing to make payments, conduct research, or submit paperwork in person on this day, will need to do so before 2 p.m.
Central Records will reopen on Monday, December 13.

Notice Instructions - Rule 9 & 46

Statewide Rule 9 & 46 of the Railroad Commission of Texas requires you to provide a copy of the application, by mail or delivery, to the surface owner, to each commission designated operator of wells within half a mile, and to the county and city clerk of the county and city in which the well will be located, on or before the date the application is mailed to or filed with the Commission. For commercial well applications you must also provide a copy of the application to adjacent surface owners.

In addition, the attached notice must be published for one day, at your expense, in a newspaper of general circulation for the county where the well will be located. The date of publication must be no less than fifteen (15) days prior to the date the permit is to be issued.

You must furnish a clipping of the published notice, plus a sworn affidavit from the newspaper giving the date on which the notice was published and stating that the newspaper is of general circulation in the pertinent county. It is recommended that the attached affidavit of publication form be used for this purpose. Failure to produce the affidavit may result in the withholding of action on the application pending its receipt, and the application may be dismissed if the affidavit is not received within a reasonable time.
