CI-X Frequently Asked Questions


Note: Form CI-D and Form CI-X are now filed online. There is no longer a physical form to fill out and upload, and you no longer have to upload a .CSV file.

Per SWR 3.65 all CIX applications require justification and evidence. Justification and evidence should state why the facility meets the requirements for exception.

Yes, per SWR 3.65 the Form CI-X exception application shall be filed bi-annually by March 1 and September 1 of each year along with providing updated justification and evidence.

NOTE: A previously approved CIX letter is not sufficient justification and evidence.

If it is your first time filing CI-X you will need to follow the online instructions for submitting the $150.00 filing fee. This is a one-time fee – you do not have to pay it every time you file CI-X.

March 1 filings use June-November or 6 most recently reported months.

September 1 filings use December-May or 6 most recently reported months.

No, per SWR 3.65, if your facility is included on the electric supply chain map, you are not eligible for an exception.

Form H10s are typically not required for CIX evidence unless the applicant is trying to prove the SWD has been temporarily abandoned for 12 consecutive months and therefore is not required to file.

No, per SWR 3.65, if your saltwater disposal facility supports a critical gas supplier, you are not eligible for a CIX and are required to file CID.

P-18s may be submitted as part of your CIX evidence to show you are not supporting critical facilities.  

The status of your application in the RRC Dashboard Online will say Submitted under the filing status column. A filing status of In Progress means the application has not been successfully submitted. An Application Status of Pending Payment means the payment for the filing was not successfully completed.

Returned

  • Once an application has been returned, the applicant has 10 days to resolve the issue. You can track your response due date on the RRC Online Dashboard under the Operator Response Due Date column.

Returned Duplicate

  • Staff identified filing as a duplicate submission; no further action is needed.

Returned Other

  • Staff determined facility is either not required to file or the facility is not eligible to file a CIX. If the facility is not eligible to file CIX, a CID filing is required.

    • Denied for supporting a critical facility or a facility on the supply chain map – Operator is required to file CID
    • Denied for insufficient evidence – Operator may refile CIX with sufficient evidence and justification or file CID.
    • Denied for producing natural gas over the thresholds – Operator is required to file CID.
