Proposed Rule Amendments: §§ 3.15 and 3.58

The proposed amendments to rules §§ 3.15 and 3.58, related to Senate Bill 1150 (89th Legislative Session, 2025), have been posted for public comment. Failure to File

Second notice - 30 days past the due date, the Commission sends the operator a second notice of the need to file Form H-10.

Continued delinquency - Enforcement action is initiated 30 days after the second notice if the operator has not contacted Technical Permitting regarding compliance.

  • The well is sealed if no production exists on lease.
  • The lease pipeline connection is severed if production exists.

NOTE: Always respond to Commission requests to avoid unnecessary enforcement action. The Commission will work with an operator who is making a diligent effort to comply.
